Spencer Rail Engineering, as part of Spencer Group, is pleased to announce that it has been appointed to a four-year North West Contractor Framework worth £1.2bn, covering infrastructure, construction and demolition works.
The framework, which is managed by procurement and delivery specialists, Procure Partnerships on behalf of Wirral Council, will support public sector organisations in delivering infrastructure projects from procurement to completion.
Set to run from the 1st of April 2026 until the 30th of March 2030, the framework will be available to North-West public-sector organisations, including government departments, local authorities, regulated utilities, schools, housing associations and emergency services.
Spencer Rail Engineering is among 53 firms to have been appointed to the framework, having secured places on three of the 13 lots – lots 9, 10 and 11 – all of which fall within the infrastructure category.
Lot 9 covers projects valued between £1-5m, with a total estimated value of £48m. Lot 10 spans the £5-15m range, with a total estimated value of £72m, while the company’s third and final appointment, Lot 11, has the largest band at £15-30m, with an estimated total value of £120m.
With over thirty years’ experience delivering complex infrastructure projects spanning rail, civil, bridges and energy, Spencer Rail Engineering’s appointment to this framework reinforces the company’s reputation as a leading contractor in the sector.
This award further strengthens the company’s portfolio of recent regional framework appointments, which include Peel Ports Group’s £750m construction framework, the Merseyrail General Construction Framework and the North East Procurement Organisation framework.
Nick Lamb, Strategic Development Director at Spencer Group, said:
“We are delighted to have been selected as one of Procure Partnerships framework members for the North West Contractor Framework. The appointment is testimony to our commitment and track record of delivery in the North West region.”
“We look forward to strengthening our existing relationships and building new ones with clients and the regional supply chain to continue delivering the innovative engineering solutions that are the hallmark of our company.”
Faye Dolan, Framework Director at Procure Partnerships, said:
“We are delighted to announce the successful contractors for our third iteration North West Contractor Framework. This iteration brings together a diverse contractor base, combining national and regional expertise, to ensure public sector clients across the North West have access to the right contractors for projects of any scale, and that local suppliers have a key part to play in delivering projects in the North West.”
“It is fantastic to welcome both returning and new contractors to the framework. The structure and lots have been designed in collaboration with Wirral Council and the construction industry to reflect the needs of both the North West market and our public sector clients. We are looking forward to seeing the impact our partners will deliver over the next four years.”
